East Bay Community Energy (EBCE) seeks an entry level fellow, with a strong emphasis on diverse candidates, to help develop our energy efficiency and distributed resources program portfolio. Help design exciting new programs to reduce energy use and building-related greenhouse gas emissions for customers in Alameda County and the City of Tracy in San Joaquin County.

The selected fellow will work under supervision of the Program Manager, Building Electrification and Energy Efficiency, to develop and launch an emerging energy efficiency, building electrification, and load management program in East Bay Community Energy's service area. The fellow would be working with the Local Development team at EBCE.

The fellow will be working with the Program Manager on program ideation, including developing program design, identifying market delivery channels, assessing the existing landscape of programs and designing new, innovative program concepts to fill gaps in the market and help scale the implementation of electric buildings. The fellow will be asked to research program concepts, develop an understanding of different building technologies and how they perform at saving energy and reducing greenhouse gas emissions, and helping to identify price signals that will motivate customers to change their patterns of energy use to offset peak energy demand. The fellow will work on program logic models to define the desired outcomes of a program design and identify metrics to track progress towards these desired outcomes. The fellow will have an opportunity to help design "energy efficiency 2.0" strategies that rely on tracking the performance of a program by impacts measured at the building meter, and incorporating a variety of distributed energy resource strategies to acheive maximum greenhouse gas reductions per each customer touch point. A key aspect of this approach will include evaluating the potential to incorporate load management strategies into energy efficiency program delivery by analyzing the potential impact of newly electrified appliances on customer loadshape. The fellow will also be supporting efforts to develop program policies around equity and environmental justice, helping to evaluate the portfolio of programs through this lens to identify where EBCE can implement policy changes (such as increased incentives or local hire requirements) to ensure the portfolio of programs serves all of EBCE's customer base.

The position can be tailored to the skills of the selected fellow, but there are opportunities to engage with energy efficiency program design and evaluation, emerging models for energy efficiency program delivery such as meter-based pay-for-performance strategies, the interaction of high-efficiency electric appliances with California's electricity infrastructure, and the policy proceedings relevant to these issues at the California Public Utilities Commission and the Calfornia Energy Commission. Fellows should demonstrate initiative, strong research skills, and familiarity with MS Office software systems especially MS Word and Excel.

Note that due to the ongoing coronavirus epidemic and the resulting "shelter-in-place" orders currently in effect in Alameda County, this position will be remote. If restrictions lift during the term of the fellowship, the fellow would have a workstation provided at EBCE's offices in downtown Oakland, CA.
